PER L'EUROPA DEI LAVORATORI E DELLE LAVORATRICI, DEI DIRITTI SOCIALI, MULTIETNICA E SOLIDALE.
PER L'OCCUPAZIONE, PER LO STATO SOCIALE E LA PREVIDENZA PUBBLICA
Si sta costruendo un'Europa senza diritti sociali con una disoccupazione ed una povertà in costante aumento. Se nel 1996 i senza lavoro (quelli ufficiali) erano 18 milioni, nel 1997 superano i 20 milioni.
Questa situazione è destinata a peggiorare con l’affermazione di politiche liberiste orientate unicamente al sostegno dei profitti, attraverso la riduzione dei salari, la precarietà e la flessibilità del lavoro.
A queste politiche noi contrapponiamo la necessità di un’Europa capace di politiche sociali ed industriali mirate ad affrontare i nuovi problemi che sono conseguenza di un mercato saturo, e di una ristrutturazione capitalistica dagli effetti devastanti sull'occupazione, di una competitività transnazionale divenuta ideologia, e di un capitale che corre e si sposta verso le convenienze globali, dove lo sfruttamento è più marcato ed i diritti sindacali inesistenti, mettendo gli uni contro gli altri, le aree deboli contro quelle forti, i giovani contro gli anziani.
Siamo per la riduzione dell’orario di lavoro a parità di salario, per la tutela e lo sviluppo dello stato sociale, contro lo smantellamento del diritto universale alla previdenza, alla sanità, all’assistenza.
Dobbiamo recuperare i ritardi accumulati, innovando e superando le attuali politiche sindacali, e spingere sempre più la nostra azione oltre i confini nazionali, sostenendo contemporaneamente l'iniziativa nazionale contro le politiche liberiste di attacco ai salari, all'occupazione ed allo stato sociale.
Ma vogliamo anche difendere e rivendicare uno sviluppo della democrazia, contro le derive istituzionali che stanno smantellando in Italia come in Europa impianti “Costituzionali” risultato di anni di lotte sociali e progressiste, per un nuovo protagonismo delle classi subalterne, per una democrazia ed una partecipazione che nasca dai luoghi di lavoro, dalle fabbriche, dal sociale, dalle scuole.
Per questo l'assemblea Nazionale dei delegati e delle delegate (RSU) eletti nei luoghi di lavoro di tutta Italia tenutasi il 18 Aprile scorso a Milano, ha aderito e salutato con soddisfazione l'iniziativa Europea per il lavoro ad Amsterdam.
AGAINST THE EUROPE OF MONETARIST FUNDAMENTALISM, THAT OF BANKS, INTOLLERANCE, AND RACISM. FOR WORKERS’ EUROPE, ONE OF SOCIAL RIGHTS, PEOPLES’ EQUALITY, AND SOLIDARITY.
FOR JOBS, WELFARE, AND SOCIAL SECURITY
The Europe being built is devoid of social rights, with steadily increasing poverty and unemployment from 18 million registered unemployed people in 1996 ti over 20 million in 1997. Sich a situation will necessarily deteriorate due to the predominance of the socalled free-trade policies, aiming exlusively to sustain profits by wage cuts and flexible, temporary jobs.
We want instead an Europe able to project and carry out social and industrial policies to tackle the new problems that result from market saturation, capitalist restructuring and downsizing, ideologically worshipped transnational competition, as well as from the consistent displacements and relocation, and no union rights, with the added benefit of opposing one section of workers and opressed to other, economically weak to strong areas, the youth to the elderly, and so on.
We want lesser working hours without any wage cut, we want to defend and develop the welfare, we oppose any encroachment upon the universal rights to social security, health and other social services.
We must compensate for cumulated delays, by innovating and surpassing the present union policies, consistently expanding our action veyond national boundaries, while carrying on national initiatives againts capitalist attachs to wages, jobs, and welfare.
We want a the same time to defend and develop democracy, by opposing any moves, whether Italian or European, aiming to distyort or dismantle constitutional laws resulting from decades of workers’ and democratic struggles. We want renewed, indipendent, self-reliant working class initiative, for democracy deeply rooted in working places, factories, schools, and social activities.
That is why the National Convention of Shop Stewards (RSU) elected at working places all over Italy (Milan, April 18th last), supported and hailed the European labour initiative in Amsterdam.
CONTRE L’EUROPE DU FONDAMENTALISME MONÉTAIRE, DES BANQUES, DE L’INTOLLÉRANCE ET DU RACISME. POUR L’EUROPE DES TRAVAILLEURS/EUSES, DES DROITS SOCIAUX, MULTI-ETHNIQUE ET SOLIDAIRE. POUR LES EMPLOIS, LE WELFARE ET LA SÉCURITÉ SOCIALE.
L’Europe qu’on va mettre en place n’aura pas de droits sociaux, face à ine montée costante de la puvreté et du chomage.
En effet, les chomeurs officiellement reconnus passent des 18 millions de 1996 à plus de 20 millions en 1997. Cela ne peut que s’aggraver avec l’affirmation des politiques dites néo-libéristes, ne visant qu’au soutien des profits moyennant diminution des salaires et instabilité acrue (soi-distant flexibilité) de l’emploi.
Ce qu’il faut au contraire c’est une Europe capable de poursuivre des politiques sociales et industrielles de nature à faire front aux problèmes nouveaux engendrés par la saturation des marchés, par la restructuration capitaliste coupant les emplois, par la vénération idéologique de la compétivité trans-nationale, enfin par le capital se deplacant continuellement vers les opportunités globales, là où il y a surexploitation et pas de droits sindacaux, avec l’avantage supplémentaire de diviser les travailleurs, en dressant les uns contre les autres, ceux des aires et régions faibles contre ceux des aires fortes, les jeunes contre les vieux, et aiusi de suite.
Il faut bien la réducation des heures de travail sans diminution des salaires; la défense et le développement du welfare; l’opposition contre toute atteinte au droit universal à la retraite, à la santé publique et autres services sociaux.
Il faut bien rattrapper les retards accumukés, notamment en rénovant et dépassant les politiques syndicales actuelles; il faut continuellement pousser notre action audelà des frontières nationales, tout en maintenant l’iniziative nationale contre les attaques libéristes au salaire, à l’emploi, et au welfare.
Mais il faut aussi défendre et développer les espace démocratique, contre la dégénérescence institutionelle qui, en Italie comme ailleurs en Europe, est en train de démanteller des cadres consitutionnels produits par plusieurs décennies de luttes ouvrières et progressistes. Il faut une nouvelle capacité d’initiative autonome de la classe ouvrière et des couches opprimées, pour une démocratie enracinée dans les places de travail, l’usine, l’école, les activités sociales.
C’est pourquoi l’Assemblée Nationale (Milan 18-4-97) des membres des Comités d’entreprise (RSU), élus dans les places de travail de toute région d’Italie, a appuyé et salué avec satisfaction l’iniziative européenne pour le travail à Amsterdam.
FUR DIE SHAFFUNG VONARBEITSPLATZEN, DIE ERHALTUNG DES SOZIALSTAATES
UND DER STAATLICHEN RENTENVERSORGUNG.
Unsere zukunft ein Europa ohne sozialversorgung mit steigender arbeitslosigkeit und steigender armut.
1996 gab es in Europa offiziell 18 millionen arbeitslose, fur 1997 ist ein anstieg auf uber 20 milluonen vorgesehen. Diese situation wird sich weiterhin verschlechtern, wenu sich die heutige politische tendenz durchsetzt.
Profit orientert will sie lohne senken und das soziale netz so weit wie moglich abbauen.
Dieser an der frein marktwirtschdft orientierter politik wollen wir ein Europa entgegensetzen, das die fahigkett oesitzt soziale und industrielle massnahmen zu ergreifen, die dahin gerichtet sind die neuen problematiken zu konfrontieren.
Problematiken, die sich als konsequaenz der sattigun dei europaischen markte, der arbeitsplatzsanierungen und der globalisierung herauskristallisieren.
Globalisierung, das neue schlagwort, das zur ausbeatung gewerkschaftlich nicht geschutzen markten fuhrt und das den investionsfluss in die richtung der grossten gewinne richtet.
Wir mussen es vermeiden dass es in Europa zu einer situation kommt in der jedere gegen jeden ist, die jungen gegen die alten, die starken gegen die schwachen.
Wir sind fur eine herabseztung der arbeitsstunden bei gleichbleibendem lohn, fur die aufrechterhaltung und weiterentwichadlung des sozialstaates.
Gegen den abbau von allgemein anerkannten rechten wie rentenversorgung, gesundheitswesen sozialversorgung.
Aber dafur mussen wir aus unseren dornroschenschlaf erwachen und unsere verspatung aufholen, veraltete strukturen uber bord werfen und unsere anstregnungen immer weiter uber die landesgrenzen hinaus tragen und gleichzeiting auf nationalem gebiet gegen die politik der freien marktwirtschaft kampfen.
Wir wollen eine demokratie verwirklichen. die in den fabiken auf den arbeitsplatzen und schulen fur tag von neuem gelebt wird, und die konkret gegen den abbau sozialer einrich...... angeht.
Aus all diesen grunden haben die betriebsrate (RSU) in der generalversammlung an 18 april, die europaweite initiative fur arbeit in Amsterdam mit freuden begrusst un auch glucklich daran tailzunehmen.
